Phase I of House Listing and Housing Census to start in Assam from Aug 17; Phase II in Feb 2027

Director of Census Operations, Assam, Biswajit Pegu today said the Phase I of the House Listing and Housing Census is scheduled to start in Assam from August 17 and the Phase II in February 2027.
He stated this while addressing a District Media Workshop, Varta, organised by the Press Information Bureau (PIB), Guwahati, at the Directorate of Census Operations, Amingaon, today. The workshop brought together media professionals, government officials and subject experts to deliberate on operations of Census 2027, quality standards and consumer awareness.
“It is the responsibility of every citizen to extend cooperation in the Census exercise,” said Pegu, while making a detailed presentation on Census 2027, explaining its legal framework, phases, preparations and digital initiatives. He informed that Census 2027 will be India’s 16th Census and the eighth since Independence. The exercise will be conducted in two phases—House Listing and Housing Census, followed by Population Enumeration—and will extensively utilise digital technologies, including mobile applications for enumerators, a self-enumeration portal in sixteen languages and the Census Management and Monitoring System (CMMS). He also highlighted the robust training mechanism being undertaken across the country to ensure smooth implementation of the Census. Stressing the need for public participation, he said, “It is the responsibility of every citizen to extend cooperation in the Census exercise.” Clarifying common misconceptions, he emphasised that “Census is a statistical document, not a legal document,” and “No document is required for Census.”
 Pegu also highlighted that the Phase I of the House Listing and Housing Census is scheduled to be held in the State from August 17 to September 15 (30 days). This will be preceded by a 15 days self-enumeration from August 2. The Self-Enumeration facility for Census 2027 will enable citizens to voluntarily submit their household information online through the dedicated Self-Enumeration portal before the field visit by enumerators, thereby making the census process more convenient, participatory and digitally enabled. Citizens may visit https://se.census.gov.in/ from 2nd August to 15th August to submit their household information.
